What was announced?
This one comes from OpenAI's News. OpenAI, together with a bunch of other companies, helped launch a new organization called the Appia Foundation. It's hosted by the Linux Foundation and runs under the Joint Development Foundation (JDF).
In one line: it builds a shared 'measuring stick' for checking whether advanced AI is safe. The idea is to translate international standards and existing frameworks into practical assessment criteria, and package them as open specifications that work across the whole AI value chain.
Why it matters
AI keeps getting more capable. It can strengthen cyber defense, speed up scientific discovery, and make expertise more accessible. But at the same time, if its capabilities are misunderstood, if safeguards are inadequate, or if governments lack the information they need to respond, that same power turns into safety and security risk.
That's why OpenAI argues we need institutions with the technical and governance capacity to evaluate, secure, and govern these systems as they grow more capable. Right now there's a missing 'trust layer' — a way for third parties to confirm that an AI meets the standards and to produce clearer, reusable evidence. The Appia Foundation aims to fill exactly that gap.
What changes
The best part is that assessment practices stop being fragmented. The goal is that across organizations and jurisdictions, we can talk about 'is this AI safe?' in the same language, using the same criteria.
On top of that, conformity evidence you produce once can be reused across the value chain, so you don't have to re-verify everything from scratch each time. The design keeps clear boundaries of accountability while cutting out the wasteful duplication.

The specifications are split into two layers:
- Requirements and Guidance layer: the requirements and guidance for what needs to be met
- Assessment Enablement layer: testing criteria, evaluation guidelines, and component typologies — the actual tools for measuring
Together, these two layers let you assess AI models, systems, applications, and processes. And because they're open source, modular specs, you can mix and match them.
This isn't backed by a single company either. The lineup crosses the industry: Arm, Armilla AI, Ericsson, Google, Mastercard, Microsoft, Mitsubishi Electric, Naaia, Nemko, Omron, OpenAI, Schneider Electric, and Siemens, aiming for a vendor-neutral, collaborative space.
For OpenAI, this fits with its own blueprint for democratic governance of frontier AI, extending its emphasis on international cooperation and strong national institutions like CAISI (the Center for AI Standards and Innovation). OpenAI also takes part in ISO and the NIST-led AI Consortium.
