OpenAI Brings Its Daybreak Cyber Defense Program to Ukraine!

Hi, it's me, Shiichan! Today I've got a story from OpenAI News about support for Ukraine's cyber defense.

What was announced?

OpenAI News announced that OpenAI will give the Government of Ukraine access to its cyber defense support program, Daybreak. Working with Ukraine's Ministry of Digital Transformation, OpenAI will provide tools to help identify software vulnerabilities and develop and test fixes more quickly.

The announcement was made on the sidelines of the UN General Assembly by Dmytro Kushneruk, Ukraine's Consul General in San Francisco, and Sasha Baker, Head of National Security Policy at OpenAI.

The story so far

Daybreak was already available to defense teams in Europe, including France, Germany, and Poland.

  • The EU's cybersecurity agency, ENISA, used Daybreak's AI models to find vulnerabilities in software used across EU institutions, all of which have since been fixed
  • Poland's CERT Polska used the models to discover six vulnerabilities in third-party router software, and the vendor has released fixes

With that track record, OpenAI is now extending the program to Ukraine's government as well.

What changes

Teams including Ukraine's national cyber incident response team, CERT-UA, will now get access to Daybreak's advanced AI tools.

CERT-UA handled nearly 6,000 cyber incidents in 2025 alone, including attacks on hospital systems, the energy sector, and telecommunications networks. That's the backdrop for this support: Ukraine faces persistent cyberattacks from Russia on top of physical attacks on its infrastructure.

Dive Deep

Daybreak is an AI tool meant to help authorized cyber defenders work more efficiently on tasks like:

  • Reviewing older (legacy) software
  • Investigating suspicious activity
  • Validating vulnerabilities
  • Testing fixes

OpenAI's Sasha Baker commented on the announcement:

Ukraine is already on the front line, and its defenders need support now.

George Osborne, who leads OpenAI for Countries, also noted that cyber defense is a central part of national security, and that OpenAI is putting its technology and resources behind strengthening Ukraine's cyber defenses.

Wrap-up

  • OpenAI announced it will give Ukraine's government access to its Daybreak cyber defense program
  • Ukraine's Ministry of Digital Transformation and CERT-UA are the intended beneficiaries, aimed at finding vulnerabilities and speeding up fix development and testing
  • Daybreak already has a track record in Europe, including France, Germany, and Poland, where it helped find six vulnerabilities
  • Worth a read for anyone following cybersecurity, international affairs, and how AI is being used in national security contexts
