What was announced?
Over on OpenAI's News, there's an announcement about taking the ChatGPT ads pilot to its next step. The idea is to make it easier for more businesses to participate in ChatGPT ads, which until now had been limited to a small group of advertisers.
There are three big pieces. Advertisers can now create ChatGPT ads through partners or a new beta self-serve Ads Manager, cost-per-click (CPC) bidding has been added, and measurement tools have been expanded. And the key point is that all of this happens without sharing conversations or personal details with advertisers.
The story so far
At first, OpenAI worked directly with a small group of advertisers to launch campaigns inside ChatGPT. As the pilot grew, access widened through partners, and now beta self-serve tools, where advertisers sign up and run ads themselves, are arriving.
Billing started out impression-based too. In the first phase, advertisers could only buy on a CPM (cost-per-mille impressions) basis, as a preliminary way to understand demand, delivery, and early performance in a new environment.
What changes
First, the partner circle got a lot bigger. Agency partners include big names like Dentsu, Omnicom, Publicis, and WPP, and technology partners such as Adobe, Criteo, Kargo, Pacvue, and StackAdapt have joined too. That means advertisers can reach ChatGPT ads through the tools and processes they already use. Partners help with budgeting, bidding, and creative, but OpenAI's ads system controls all delivery decisions.
The headliner is the beta self-serve Ads Manager. From SMBs and startups to global brands, businesses of any size can run ads themselves. You can register as an advertiser, add payment info, set budgets, bids, and pacing, upload ads, launch and manage campaigns, and view performance in the portal, all on your own. It's rolling out gradually, so interested businesses sign up for an account and wait their turn.

The new CPC bidding is the technically interesting bit. ChatGPT conversations are often active and decision-oriented: people are learning about a category, comparing options, or deciding what to do next. In those moments, a click can be a meaningful signal that an ad was relevant and helped someone move forward. With CPC, advertisers are only charged based on a click outcome. CPM keeps being supported too, so you can pick what fits your goal.
Measurement got stronger as well. The recently launched Conversions API and pixel-based measurement let advertisers understand what happens after someone engages with an ad, like a purchase, lead, or sign-up. But what they receive is aggregated performance data, with no access to individual conversations, so the design aims to measure results while protecting privacy.
And this measurement isn't only for advertisers, OpenAI says it also improves the experience for people using ChatGPT. Stronger signals mean more relevant ads, delivered in a way that's accountable to real outcomes rather than impressions alone.
OpenAI notes that all of this moves forward in line with its principles that ChatGPT's answers stay independent, conversations stay private, and users remain in control.
